三项法令包括：《关于修订、补充〈革命有功者优待法令〉若干条款的法令》；《人民法院审议决定对年满12周岁不满18周岁的吸毒成瘾人员实施强制戒毒程序、手续法令》；以及《关于修订、补充〈诉讼费用法令〉若干条款的法令》。
Ba nghị định gồm: “Nghị định sửa đổi, bổ sung một số điều của “Nghị định ưu đãi người có công với cách mạng””; “Nghị định Tòa án nhân dân xem xét, quyết định thực hiện thủ tục, thủ tục cai nghiện bắt buộc đối với người nghiện ma túy từ 12 tuổi đến dưới 18 tuổi”; và “Nghị định sửa đổi, bổ sung một số điều của” Nghị định về lệ phí tố tụng”.
《关于修订、补充〈革命有功者优待法令〉若干条款的法令》补充了革命有功者的定义；完善了革命有功者认定的条件和标准，新增了优待对象和优待政策，同时规定了保障革命有功者及其家庭生活水平达到当地社区中等偏上水平的原则。该法令还规定，住房改善扶持政策实行常态化、长期稳定实施。
“Nghị định sửa đổi, bổ sung một số điều của “Nghị định ưu đãi người có công cách mạng” bổ sung định nghĩa về người có công với cách mạng; cải thiện điều kiện, tiêu chuẩn xác định người có công với cách mạng, bổ sung đối tượng ưu đãi, chính sách ưu đãi mới, quy định nguyên tắc bảo đảm đời sống của người có công với cách mạng và gia đình họ trên mức trung bình của cộng đồng địa phương. một cách thường xuyên, lâu dài và ổn định.
值得注意的是，修订后的法令规定，对于因旧伤复发死亡的伤残军人或享受伤残军人政策的人员，可认定为烈士；补充了对直接执行预防和打击犯罪任务的武装力量认定烈士、伤残军人的条件；同时规定，在档案不全但具有明确历史事实依据的情况下，由政府决定或授权主管部门认定革命有功者。
Điều đáng chú ý là nghị định sửa đổi quy định quân nhân khuyết tật chết do vết thương cũ tái phát hoặc người được hưởng chế độ quân nhân khuyết tật có thể được công nhận là liệt sĩ; bổ sung điều kiện xác định liệt sĩ, thương binh của lực lượng vũ trang trực tiếp làm nhiệm vụ phòng ngừa, đấu tranh chống tội phạm; cũng quy định trong trường hợp hồ sơ chưa đầy đủ nhưng có căn cứ lịch sử rõ ràng thì Chính phủ quyết định hoặc ủy quyền cấp có thẩm quyền công nhận người có công với cách mạng.
越南内务部副部长阮氏河表示，此次修订旨在解决革命有功者认定和优待政策落实中存在的问题，继续根据国家发展条件全面关怀革命有功者及其家属的生活。
Bà Nguyễn Thị Hà, Thứ trưởng Bộ Nội vụ Việt Nam cho biết, việc sửa đổi này nhằm giải quyết những vướng mắc tồn tại trong việc xác định người có công với cách mạng và thực hiện chính sách đãi ngộ, tiếp tục chăm lo toàn diện đời sống người có công với cách mạng và gia đình họ phù hợp với điều kiện phát triển của đất nước.
关于人民法院审议决定对年满12周岁至18周岁以下的吸毒成瘾者实施强制戒毒的程序的法令共5章48条，规定了强制戒毒的审议决定程序，缓期、免除、暂停执行及解决申诉、建议、抗诉等事宜。
Nghị định về trình tự, thủ tục để Tòa án nhân dân xem xét, quyết định thực hiện cai nghiện ma túy bắt buộc đối với người nghiện ma túy từ 12 đến 18 tuổi có 5 chương, 48 điều. Nghị định này quy định quá trình cân nhắc, ra quyết định đối với việc cai nghiện ma túy bắt buộc, đình chỉ, miễn trừ, đình chỉ thi hành và giải quyết khiếu nại, kiến nghị, kháng nghị và các vấn đề khác.
该法令补充了档案数字化、建立数据库以及通过电子方式发送和接收文件的规定；同时缩短了受理、召开会议、补充档案、解决申诉建议抗诉以及法院作出相关决定等多个办理环节的时限。
Nghị định bổ sung quy định về số hóa hồ sơ, xây dựng cơ sở dữ liệu và gửi, nhận văn bản qua phương tiện điện tử; đồng thời rút ngắn thời hạn đối với nhiều khâu xử lý như thụ lý, triệu tập họp, bổ sung hồ sơ, giải quyết khiếu nại, kiến nghị, ra quyết định liên quan của tòa án.
《关于修订、补充〈诉讼费用法令〉若干条款的法令》，自2026年8月1日起施行。该法令补充规定了免收、减收评估费和鉴定费的适用对象；同时完善了在由国家财政保障的情况下，破产费用的确定、预付、支付和处理等规定。（完）
“Luật sửa đổi, bổ sung một số điều của Luật lệ phí tố tụng” có hiệu lực thi hành từ ngày 1/8/2026.
